Small and medium sized enterprise is the foundation power for development of national economic, construction of the main market economy, keeping social stability. Small and medium sized enterprises have become the key factor in the development of economy and society, which has the strategic position that cannot be replaced by the large enterprise. Especially, in order to make sure that the national economy is increasing moderately, easing the employment pressure, realizing the country through science and education, and optimizing the economic structure and so on, small and medium-sized enterprises are playing a more and more important role. Since the Reform and opening up, especially the 15 th National Congress of the Communist Party of China, our country’s small and medium-sized enterprises have developed rapidly, and played an important status and roles in the development of national economy and society.At the same time, as the main force in the science and technology innovation and the development of new and high technology industry, technological small and medium-sized enterprises also played an impotent role on the construction of "innovative country". However, for these enterprises is not everything going smoothly; in the development process still exist many obstacles and difficulties. Compared to large enterprises, monopoly enterprises, the vast majority of small and medium-sized enterprises are facing financing problems, in addition, relative to the large enterprise, small and medium-sized enterprises have little technology, lack of human resources, have low level of human resources, and the management level is relatively backward, so for these technological small and medium-sized enterprises that want to achieve long-term development, in addition to rely on their own Excellent management, the government’s active promotion is certainly indispensable, the government’s powerful policy support is urgent needed. But the government’s support usually cannot ensure the healthy development and cannot really meet the current needs of the technological small and medium-sized enterprises, because the government’s support is often lack of systematic, pertinence, timeliness and cannot create a good environment for the development of the technological small and medium-sized enterprises.This paper summarized the policies of domestic and foreign government’s support for the development of the technological small and medium-sized enterprises, took Zhengzhou Research Institute for Abrasives and Grinding Co.
