Study On Transfer Of Surplus Rural Labor In China Under The Dual Economic Structure

Dual economic structure is an important situation of our country. It has been an insurmountable gap between the economy of city and rural area for a long time. Although rural economics is keeping the tendency of development in general recently, and with the modulation of agriculture structure, the reforms of rural economics, the social stability in countryside maintains well; the "Three Rural" issues, i.e. undeveloped agriculture, rural prosperity and well-off farmers, still exist. There still are many contradictions and problems in the current agriculture and the countryside development, and the crux of the problem is the low per capita income of farmers and its slow growth. The successful resolution of this issue is critical to attain the goals of building a well-off society and socialist modernization country, and to maintain our long-standing social stability and social progress, but also to all the Chinese people's living level. And to change the urban-rural dual economic structure, solve the "three rural" issues, the most vital task is to achieve the effective transfer of surplus rural labor force. Only if the surplus rural labor force is released from limited land, the efficiency of agricultural production could be improved; the rural area could be prosperous; and the increase of farmers' income could be ensured.On discussion of surplus rural labor force transfer, there are series of mature theory created at home and abroad, such as the famous Louise Model, Model, Model, and so on in overseas, and also many researches about urbanization and transfer of labor force in domestic. However, Most of the overseas related theories haven't considered the system factor, and for the problem of surplus rural labor force transfer in our country, if we dodge the constraints on the household registration system, all the discussion will be meaningless. Meanwhile, most of the domestic research on the transfer of surplus rural labor force generally emphasize the facilitation of development of non-agricultural industries, and it still hasn't been deep studied enough for this issue to be placed on the dual structure, and concerned with the thrust force by agriculture development to the transfer; and the potential of the rural self-employment has less attended. This thesis is written to be a breakthrough in these areas hopefully.As a result of the existence of kinds of factors, it appeared that the surplus rural labor force transfer channel was not certainly smooth, although all levels of governments and the correlation department in our country have taken all sorts of measures to promote the transfer. To improve the effectiveness, and make full use of limited resources efficiently, it was necessary to analyze the impact of the transfer of surplus rural labor force, that is, under current economic and social conditions, to identify factors that has a positive effect to the transfer, and the factors that would...
