China is a typical dual economy countries, and currently is in the developmentstage in which dual economy structure is the dominated and apparent characteristic,the issues, such as "recruitment difficulties","farmworkers shortage",has causedwidespread concern of the society, academia. And the academia predicts that China isexperiencing "Lewis turning point" or "Lewis turning point" is approaching. In thiscase, how to promote the transfer of rural surplus labors, and how to coordinateindustrial and agricultural development, as well as to promote the conversion of thedual economic structure, are the important issues which our country faces.Japan is the first country which began industrializing in Asia, in its process ofindustrialization, Japan also had a dual economic structure. However, in its process ofindustrialization, Japan choosed the right industrialization and agriculturalmodernization path as well as related policies. Japan has just spent30years tocomplete the dual economic conversion. In addition, Japan’s agriculture is mainlyconstituted by small farmer families, and Japan is a country with dense population,per capita resources is very poor. These are very similar with China. Analyzing thedual economy in Japan’s agricultural modernization, the process of industrializationprocess and the transformation process In-depthly, and learning from its successfulexperience, absorbing its lessons, these are conducive to China to better achieve thesmooth transformation of the dual economy.This paper analyzes the conversion from the rural surplus labor transition pointof view, compares the conversion of dual economy between China and Japan,researches how to cross the “Lewis turning point ", and further explores theexperience of Japan’s success. These will be helping for solving the "dual economy"with some guidance.
