Project evaluation includes following three stages , project pre-evaluation, i.e. feasibility study, monitoring and evaluation during project construction and post-evaluation , which form comprehensive procedures of a project. At present the pre-evaluation has been improved to be more and more mature, while the monitoring and evaluation and post-evaluation are to be regularized and theories and methodologies of which to be developed and improved. The paper discusses how to establish a more coherent system, Benefit Monitoring and Evaluation, hereinafter called BM&E, during project implementation. By means of case study on Jilin Province Flood Damaged Highway Rehabilitation Project, the paper shows the utilization and relevant problems of BM&E in domestic projects financed by Asian Development Bank (ADB), aiming to summarize the experiences to improve project management and project benefit for subsequent projects.BM&E is a systematic process and methodology, for monitoring and evaluation whether the project anticipated goals are achieved and to what extent if achieved during project process and after project completion. The methodology facilitates the project management institutions, supervisors and designers a set of efficient and practical framework system through a whole process monitoring and evaluation.The major tool for BM&E is Logical Framework Approach, hereinafter called LFA (Finlayson 2002, 2003), an effective project management methodology with wide application, which has been incorporated into its Project Performance Management System by ADB since 2002 and was widely...
