The Study Of Internal Control System Of The State-owned Commercial Banks

The first chapter reviews the development of the international internal control theories; generally four phases of internal check, internal control, internal control structure and internal control-integrated framework. In the latest phase, the committee (COSO) which specializes in whole internal control released COSO report in September, 1992. in this report, it developed the internal control from the plane-structure to the three-dimensional structure, which is a historical breakthrough of the internal-control theory. The report formulated the internal control as a process designed by enterprise's management, aiming at providing legitimate guarantee to the operating purpose and efficiency, the reliability of the financial report and the other legal purposes, carried out by the board of directors, management and other personnel.To provide guidelines to banking supervision department on evaluating the internal control, in September, 1998 ,Basel Committee on Banking Supervision released Framework For Internal Control systems In Banking Organizations on the basis of fully absorbing the researching results of COSO report and summarizing the lessons of member nations and the essence of related files. The file brings up that the internal control consist of five related factors, namely management oversight and the control culture, risk recognition and assessment, control activities and segregation of duties, information and communication, monitoring activities and correcting deficiencies.
