During the transition process of urban housing system from welfare distribution system to commercialization and monetization of housing distribution system, housing situations of urban residents have been improved much and housing market becomes gradually more active. Real estate economics becomes a new economic growth point in China. Domestic consumers have been granted real meanings of freedom of choice to the housing, since the housing commercialization reform, that is to say, consumers can choose between renting and owning when making decisions to housing consumption. Then, our question is what kinds of factors affect the consumers'choice? It's worth thinking about, and it will provide a good explanation to the consumer's choice behavior.The real situation in China today is that urban residents prefer owning which further stimulates the housing market resulting in a higher housing price. So, is there any non-compliance with economy rules? In this paper, we focus on problems like what kinds of factors do effect urban resident's preference to owing, whether the choice mechanism of preference comply with the general economy rules and what the government can do with hosing tenure choice of urban residents. We try to answer these questions through systematic analysis to find factors which affect tenure choice mechanism of urban resident in China; so that we can explain such economic behavior and provide basis of decision-making for government proper participation in housing market to...
