China's economic society is currently in the critical stage of deep transformation and development.At the same time,under the impact of urban and rural integration and the deepening of population aging,the problem of urban and rural residents is becoming more and more serious.It is of great responsibility to properly solve the problem of urban and rural residents' pension,which is related to the sustainable and healthy development of the national economy and society.The social endowment insurance of urban and rural residents is an important institutional innovation.Its establishment has a very important role in improving the quality of life of the elderly in urban and rural areas,realizing the basic old-age security for everyone,constructing the social security system covering all people and effectively coping with the aging of population.Based on the study of residents' satisfaction,this paper constructs the fuzzy comprehensive evaluation model combined with field research and the existing research results,and calculates the specific score of the implementation effect of the social endowment insurance system of urban and rural residents in Bengbu City,finds out the key influencing factors and puts forward the basic feasibility suggestions for the endowment insurance system.First of all,in-depth comprehensive analysis and research related literature and information,this paper focuses on the basic theory of urban and rural social endowment insurance system and the theory of residents satisfaction.Secondly,the paper chooses Bengbu City of Anhui Province as the research object,and examines the implementation of the social endowment insurance system of urban and rural residents in Bengbu from the three aspects: basic pension,government subsidy and substitution level.At the same time,it compares and analyzes the typical practice of the implementation of the urban and rural residents' pension insurance system.Thirdly,actively use the questionnaire survey and in-depth interview method to investigate the current situation of urban and rural housing security system in Bengbu City,and carry on the statistical analysis to the research data.Finally,the author evaluates the implementation effect of the social endowment insurance system of urban and rural residents in Bengbu from the aspects of system fairness,system guarantee,system effective,system persistence and residents' satisfaction.The evaluation index system is set up to determine the weight ofevaluation index and construct with the help of analytic hierarchy process.The paper puts forward the comprehensive score and the scores of the implementation of the endowment insurance system of urban and rural residents in Bengbu City,and analyzes the empirical results in detail,and finds out the shortcomings in the process of system operation.According to the empirical results,the implementation effect of the social endowment insurance system of urban and rural residents in Bengbu City is in the "general" evaluation level,in which the performance of system fairness and the residents' satisfaction is not satisfactory,but system guarantee,system effective,and system persistence perform normally.On the basis of this,the text proposed the following five recommendations: 1,establish government subsidies and payment of long-term mechanism to enhance the satisfaction of residents;2,establish basic pension adjustment mechanism to enhance the residents satisfaction;3,increase publicity;3,increase publicity efforts to enhance the residents satisfaction;4,improve the payment incentive mechanism to enhance the residents satisfaction;5,improve the quality of grassroots service to enhance the residents satisfaction.
