With the development of science and high technology, high-tech enterprise, which has gradually replaced the traditional enterprise, plays a more and more important role in the economical development of society. But in the view of the characteristic of technology innovation work in the high-tech enterprise, which the result of Research & Development (R&D) work is difficult to measure, so as to the process R&D work is difficult to control, therefore, it is not suitable to implement and popularize with traditional performance management, whose main standard is only financial index, in high-tech enterprise. So how to manage and measure the performance of R&D personnel effectively in this new mode of enterprise has be a key problem faced by the human resource management in high enterprises.Based on analysis of limitation of traditional performance management in its implementing process, this paper makes a deep research on the application of six-sigma in R&D performance management system in high-tech enterprise. Firstly, the paper investigates how to dissolve and get the performance objective with cause-effect diagram, according to the strategic goal of enterprise and the information of voice of customers. Secondly, the appraisal model, which is suited for the R&D team and individual, is proposed. In this model, the method of AHP is to determine the importance of the performance appraisal index, after that, the method of fuzzy valuation is to synthetically evaluate the performance of R&D team and individual. Finally, the application of R&D performance management system in the R&D department of Lanqi Co. is demonstrated. Moreover, the availability and reliability of the system are verified.
