In the world of economic globalization,information technology and marketdemand diversification, technology, economy and society is undergoingunprecedented dramatic change, so construction companies need more highlyqualified project management talents. The traditional project management capabilitiesbased on job analysis, which cannot adapt to changes in internal and externalenvironment. Competency-based human resource management model provides uswith new ideas, people-oriented rather than task-oriented, it focus from "job" to thepersonal "competency", and can better meet today’s project management flexibilityrequirements. This paper introduces the view of competency, makes the projectmanager in construction enterprises of specific objects to explore and analyze,in-depth research its competency model.Based on summarization and classification of literatures on competency model,questionnaire survey and expert interview were used. A competency model ofconstruction project manager was proposed, which integrated the O*NET and BEI.First of all, the important work skills, work styles and work values that constructionproject manager needed when he worked are discussed. Based on the meaning ofcompetency, the competency of work skills and work styles were discovered. Andpreliminary competency model of construction project manager was built.Then, the methods of FGI, Competency Dictionary and literature study wereused to compile the competency dictionary of construction project manager. UsingBEI to interview16construction project managers, and build the competency modelof construction project manager based on the analysis of results. The model included17threshold competencies and8differentiating competencies.Finally, the paper discussed the current situation of human resource managementin university and construction project managers’ self-development, and gives adviceon their own rise and the construction of them procession in group.The competency models of the construction project management posted that itbuilt and validated enrich the theory system and expanded the field of competencyresearch. The results of this research have important application value by providingempirical basis for recruiting, selection, training and performance management of the employees in the five key posts of the electric power system.
