Cost Management Of Desulfurization Project For Large-Scale Fossil-fired Power Plant

The world economy is developing very quickly now, whereas the environment pollution especially severe SO₂ pollution aroused every country attention in the world. The SO₂ emission of industry is one of main reason of air pollution in China, and most of SO₂ emission come from fossil-fired power plants, so it is very important to control SO₂ emission of fossil-fired power plant for disposing air pollution.FGD (flue gas desulfurization) technologies were imported from foreign countries in China in 1990's, some demonstration power plants were built in this period, and good environmental and social benefits have been gained. But these FGD demonstration projects is very expensive, it brought much financing pressure into power plants, increased operation cost,affected enthusiasm of FGD construction of power plants. So we must control cost of FGD by effective management.The article introduces measures and characteristics of construction engineering cost administration in USA, Japan and Germany, also introduces status of cost management in Chinese power industry. FGD cost management of large-scale fossil-fired power plant is not some departments or specialties responsibility, it is a systemic work, FGD cost must be managed at every step during the whole process. The old 2×328.5MW oil-fired boilers retrofitted to same capacity fossil-fired boilers in Tianjin Dagang power plant, and besides, lime stone-gypsum wet process FGD engineering were built at the same time. Discount loan of central government and import goods tax free policy were applied to this project, which make a good policy condition to control cost.
