Since reformation and opening in China, a great deal of farmers land has been expropriated by government in the process of urbanization and industrialization. As a result of it, a new social group comes into being, which is called the land-lost peasants. Several factors, including two kinds of economic and social structure in China, imperfect laws and policy and so on, contribute to the farmers' losing land and a series of rights attached to their land, such as economic right, politic right, social right, ect. At present, land security function of land-losing farmers is vanishing, while other forms of social security have not been established. Land-losing farmers are confronted with a series of problems of their life, employment and social security, to which more and more experts and scholars pay great attention. If we do not deal with the problems suitably, it would cause negative infection of the social stabilization and the economic development. So, we must solve the problems properly, especially the problem of their social security. It is an objective demand for the sustainable development of national economy in the process of urbanization, moreover it is an intrinsic request of long term development, and it can conversely contribute to the out-of-land peasants to share the achievements of urbanization. This is a very important task in front of us.This paper gets the basic conclusion from the brief introduction of urbanization theory, which is driving China urbanization is the necessary route for society and economic development, which must lead to the problem of lost-land farmers'social security. Through analyzing the root reasons, the paper deems that it is most practical alternative to establish a Social Security System for the out-of-land Peasants (hereinafter called SSSOP). The SSSOP should provide them with the following components at least: social endowment insurance, medical social insurance, unemployment social insurance, minimum standard of living and job training and law aids and so on. And the following suggestions are proposed to resolve the problems. For example, we should reform the system of population management, regenerate the system of soil using and management, and consummate the system of social security. We hope the disquisition and innovation could be helpful to advance the practice of the urbanization stratagem.
