In terms of the level of economic development and distribution of natural resources, the eastern, middle and western regions of China are in a echeloning order. In respect of the degree of economic development, there is a tendency of weakening from east to west. With regards to density of natural resources, there is a tendency of strengthening from east to west. Due to historical, natural, geographic, population and economic reasons, the middle and western regions with the largest territory in China have consistently been in a state of backwardness.From an economic standpoint, turning the tendency of widening disparity of regional economic development to promote the balanced development of economy in the various regions has become an important task promoted the building of a relatively well-off society in an all-round way. On the basis of the western exploitation strategy, the Chinese Central Government has now declared the significant strategic objective of revitalizing the traditional industrial base in the northeast. Against this background, studying the realistic significance of the financial taxation policies promoted the balanced development of regional economy comes to the fore.From a political perspective, China pursues the socialist market economy with Chinese characteristics, and one of the defining features of socialism is to promote common prosperity. The serious lack of balance in regional economic development is not only in violation of the fundamental principle of fairness, but also runs counter to the basic principles of socialism. Under such circumstances, the government should take market as a base, associated with the effective redistribution policies of the financial taxation policies, finally, through the development of market that promote the development of the backward region.With the basic theories of Marxist economy as its guidance, this paper examines the problem of finance and taxation that promotes the harmonious development of regional economy in China from a development point of view. Consequently, the paper dwells on academic discussion so as to construct the harmonious society of socialism.
