As the population is increasing, the rivers are being polluted and freshwater is decreasing, the whole world is facing the serious situation of lacking freshwater. At present, more than one-fifth of the world population is facing moderate or high pressure of lacking freshwater. It is forecasted that by 2025 the world population will reach 8.3 billion, of which two-thirds will live in defect of freshwater; the others will also be moderately or highly pressured by the lack of freshwater. In China, the overall storage of freshwater is quite limited and the problem seems extremely serious as we have the most population in the world.In this article, the author starts with the serious actuality, that is the shortage of freshwater in the world, especially in China, and focuses on analyzing the cause of China's freshwater crisis, which is result from not only the short of freshwater, but also the inefficient management. With those analyses, the government should seriously think about how to make the best use of limited freshwater resources. Wang Shucheng, Minister of Water Resources, put forward the important viewpoint of"Water Rights and Water Market"in October 2000. Simultaneously, he pointed out that the direction for the development of China's freshwater resources'management is to establish Water Right Transaction Market and collocate freshwater effectively with market economy methods.This research does not probe directly into how to establish Water Right Transaction Market and water rights system, but from another side, that is the initial allocation of water rights before transactions. The main content is divided into two parts: (1) Find the theoretical basis and reference for China's initial water rights allocation system through the analysis of the water rights allocation systems in other countries. Author takes the"Average water system"in China's Heihe River as an example and gets the factors that should be considered when designing the initial water rights allocation system, which can provide theoretical and practical basis for the design of initial water rights allocation system in part II. (2)Design three athematical models of initial water rights allocation system, the value of coefficient allocation system, free consultations allocation system and stage sealed auction system.
