In the times of intellectual economy, the development of advanced and new technology has brought about an essential change not only in the traditional pattern of Industrial Revolution but also in the labors'(that is to say, human capital) status in social production. The competition among enterprises, in the times of intellectual economy, has gradually transferred from the competition based on traditionally material resources to the one based on human resources. Then how to inspire, and especially how to attract and keep qualified personnel have become very important for state-owned enterprises to succeed in competition. Therefore the discussion about human capital and salary-inspiration mechanism and their influence on the improvement of state-owned enterprises'competitive abilities has practical significance.Based on the analysis of present situation of human capital in state-owned enterprises, my thesis points out that salary-inspiration mechanism is an effective method to improve the operation efficiency of human capital. It is a totally new and very significant task to design and establish a set of scientific salary system. This system should tally with Chinese conditions and adapt enterprises'development in the times of intellectual economy and economic globalization. From the basic theory of human capital and inspiration, and by means of the analysis of salary system of RuiDa Company, my thesis offers a comprehensive illustration of the important influence of salary-inspiration mechanism on the human capital in state-owned enterprises...
