Analysis Of Strategies For Intellectual Property Rights Of Academy And Institute Of Agricultural Sciences

Applying the approaches of theoretical and data analysis measures, analysis of strategies for intellectual property rights (IPR) of academy and institute of Agricultural Sciences had been systemically done. The facilitating function of IPR of Chinese agriculture to the innovation and progress of Chinese agricultural technique was studied based on the statistical data. SWOT approach was used to analyze the superiority, shortage, challenge and opportunity for the conduction of IPR in academy and institute of Agricultural Sciences. Dissection of aim, focus and conduction points of strategy for IPR had been made using the analysis approach of strategy management theory.Background of the selection for the topic of the research work is:In 21th century, Chinese agriculture is facing the serious problems of the food and biological environment safety, technique monopolization and barrier from developed countries which reduce the output amount of Chinese agricultural product. The "golden key " for address the problems mentioned above is technique innovation and self-posses of IPR.Academies and institutes of agricultural sciences are the important units obtaining IPR of agricultural sciences. Regarding that IPR protection of agricultural sciences is in the preliminary process, National strategy for IPR is yet formulated, General strategy for the IPR protection of agriculture remain to be systemically studied.Result of the research:Conduction of the policy of IPR protection of agricultural sciences, including market rule protection, punishment for the action of IPR virulence, protection for research investment, standardization for agricultural industry, facilitated innovation of agricultural techniques in the national research agencies.SWOT approach was used to analyze the superiority, shortage, challenge and opportunity for the academies and institutes of Agricultural Sciences. Generally, superiority and shortage co-exist, shortage is more than superiority, challenge and opportunity co-exist, challenge is more serious.It is urgency for the Chinese academies and institutes of Agricultural Sciences to conduct the strategies for protect IPR, four strategies, which are innovation strategy, industry strategy, protection strategy and qualified personnel strategy, had been recommended.
