Regional tourism has the advantage to repair with each other, promote sales, form scale performance, strengthen the competition ability, adjust economic structure etc; therefore, many countries and destinations are attached importance to tourism cooperation. Regional tourism can not develop without strong support of tourism product, but the exploitation of tourism product is affect by a lot of factors, so it is system engineering with great importance.This article researches regional tourism product exploitation of central part of Liaoning province. In foundation of predecessors'massive work about the regional tourism theories and the regional tourism space cooperation researches, writer utilizes multi-disciplinary especially economic geography and the regional tourism theories to make a preliminary study about Liaoning regional tourism product exploitation according to the research frame " the foundation theories research- the model factor analysis- the target strategy frame- the strategic research ".First, writer summarizes the development of domestic and international regional tourism principles, introduces the contents and features, especially introduces the system theory, the pole theory, core- edge theory, location theory, the product life cycle theory etc. At last article introduces basic mode of regional tourism product exploitation.Second writer analyzes the basic information of the central part of Liaoning: tourism resources, tourism markets and tourism products. Writer uses the SWOT matrix to analyze the advantages, inferiors, opportunities and challenges of Liaoning regional tourism.Finally, writer provides strategies for Liaoning regional tourism product exploitation. In this part, writer first gives strategic target of Liaoning regional tourism product development, then discusses strategic measures for Liaoning regional tourism exploitation: Locates the main tourists market; Develops key tourism product type, molds the brand for Liaoning tourism product; Organizes spatial structure.
