Models And Measures Of Agricultural Industrialization In Shanxi

Agricultural industrialization is the result produced by the law of market economy, as well as the trend and direction for traditional agriculture to transform into modern agriculture. On condition that China practices socialism market economy, agricultural industrialization, as one new way in agricultural organization and business operation that adapts to the requirements of rural reform and development of China, is playing an important role in improving agricultural efficiency and increasing farmer's income and enhancing rural economic development in China. As a result, the study and exploration on industrialized agricultural operation has become the hotpoint attracting lots of the scientific workers in agricultural theories and practices.In the recent years, Shanxi as an inland province has made remarkable progress from initiating its industrialized agricultural operation through promoting the operation to improving the operation. But compared with other provinces located in eastern coastal regions of China, Shanxi has been still facing many problems in the scale, capacity, organizational modes, and mechanisms and supporting policies of its industrialized agricultural operation, and consequently it is objectively required to make new breakthroughs in industrialized agricultural operation.With this consideration in mind, by analyzing the realities and development models of agricultural industrialization in Shanxi, adopting the methods combining the theories, practices and case studies, on basis of in-depth analysis of the background and intrinsic connotations of agricultural industrialization and considering the revelations and experiences of developed countries and the developed regions of China, the paper proposes the overall thinking approach and measures of agricultural industrialization in Shanxi as follows:(1)The gestation and rise and development of agricultural industrialization need social , economic and background prerequisites existing in the times of its occurrence. In Shanxi, because the energy and chemical industries dominate the economic structure and thus the industries can only play a limited role in enhancing agricultural industrialization, incomplete developed and poorly-performing agricultural market systems and farmers'incomplete market and competition conscientiousness, backward production and business ideologies and closed thinking modes are severely containing the development of agricultural industrialization.( 2 ) In general, Shanxi has seen three developmental stages in agricultural industrialization, which are the initiation stage, the all-round development stage, and the promotion and improvement stage. Through the three stages, its industry in animal and agricultural products have made sufficient progress and the enterprises in the industry has gradually increased in quantity, investment and capital so as to form a long industrial chain, an increased comprehensive strength and an increased capacity helping farmers increase their incomes , and an increasingly perfect system of marketing and services; accordingly, it has set up its agricultural industrialization pattern which integrates thirteen industries in processing, circulation and base with Yanmenguan Ecological Economic Zone , Minor crop- and Dry Fruit-related Industrial zone in the Eastern and western Mountain of Shanxi and fruit- and vegetable- related Horticultural Zone in Central to southern Shanxi as its center, and formed its organizational models and operational mechanism which mainly take the forms of driving through leading enterprises, broker organizations, specialized markets and scientific entities.(3)The paper points out that in order to boost its industrialized agricultural operation , improve its quality and level in the industrialized agricultural operation , speed up and enhance its concerted regional social and economic developments, Shanxi needs to set up its system and frame covering industrialized agricultural operation, business-style operation, production standardization, serial assembling , industry-specific management, integrated cooperation, market-style operation, commercialized services and modernization. According to the system and frame, it should make breakthroughs in the following respects. One is that it should improve external and internal environments of leading enterprises in agricultural industrialization to help them increase their strength and scale, and organize enterprise groups to drive the agriculture with regional features to develop vigorously and prosperously. The second is that it should stress on establishing a close, stable and profit-regulating mechanism between leading enterprises and farm households to increase the driving and promoting capacities of business organizations in agricultural industrialization. The third is that aiming at constructing a property-related relation between farmers and industrialization organizations it should vigorously help farmers to set up their professional cooperative economic organizations and increase the cohesive forces of these organizations so as to increase farmers'organizational level. The fourth is that it should speed up scientific innovation and advances in agriculture and increase scientific levels of industrialized agricultural operation through governmental guidance, system reform, technical training and investment. The fifth is that it should raise the competitive edge of its agricultural products and the efficiency and scale in its industrialized agricultural operation, by promoting standardization production and taking the strategies for forming popular brand names. The sixth is that it should evolve its perfect market system, innovate its marketing concepts, and expand its agro-product market, and make full use of market forces to drive agricultural industrialization. The seventh is that it should make effort to create good environments of agricultural industrialization by reforming its governmental governance, perfecting its support mechanisms, constructing its infrastructures, and providing quality services. The eighth is that it should plan the developments of its rural and urbane areas in a united manner so that its industrialized agricultural operation can be combined with the integration of its rural and urbane area into one and its agricultural industrialization can promote the integration of its rural and urbane areas into one, and its rural industrialization and agricultural modernization.
