Water & hydroelectric power sector is a trade which first introduced the system of bidding and contract administration in China. Over the past 2 decades, the system of bidding has made a very great contribution to regulating China's hydropower development. However, it has undergone a long process of development and still contains many improper practices. Since bidding types and bid evaluation methods are less than reasonable, which gives rise to unfairness and even corrupt practices such as operation in a "black box" and exchange of power for money now and then, how to regulate the process of water project bidding and bid evaluation is a subject to be probed in depth.This paper discusses outstanding major problems in water project bidding and bid evaluation by analyzing the practice of ICB for the main works under the Xiaolangdi Multipurpose Dam Project according the FIDIC Conditions of Contract and NCB for the Xixiayuan Reservoir Project with reference to the writer's long-term personal experience in bidding and contract administration, focusing on major defects in bidding types and bid evaluation methods in accordance with the "Law of Bidding, PRC" and counterpart regulations, but also including a special study of the cost price evaluation method and the bidding type and bid evaluation method of awarding to the lowest evaluated bidder, and other topics in relevance. It represents a better understanding of the bidding types and bid evaluation methods for water projects, and provides more reasonable one.The findings described herein provide a practical guidance to applying water project bidding types and bid evaluation methods, and also give a theoretical reference to carrying out further research of water project bidding and bid evaluation activities in the future.
