Studies On The Issues And Countermeasures Existing In The Present Development Of Circular Economy In China

With the nearly three decades of reform and openness, China has gotten the achievements of world interest in economy. However, these achievements are at the expense of consuming the sources of energy and high cost of ecological environment. The economic development leads to the vast pressure to the resource and the environment. Now we should seek a new pattern of development to change this situation. The circular economy is a new one, which pursuits the lesser consumption of resource, the higher use efficiency and the lesser discharge, and the coordinated development of the three aspects which include economy, society and environment. So we must use suitable ways to make sure the circular economy can develop well in our country. Firstly, this paper will introduce the origin and evolution of the circular economy in consideration of it is still a new thing in our country, and emphatically demonstrate that carrying out the circular economy can achieve the increases with low cost, the justice of ecological environment and then can promote the construction of the harmonious society. Secondly, this paper will introduce the current situation of the development of the circular economy, point out behind the initial fruit there are many problems, such as the tight room for growth, the failure of forming economies of scale, the insufficiency of dynamics, which will restrict the development of the circular economy in the next step, then emphatically analyse the reasons. At last, it will bring forward a series of countermeasures according to the problems and the reasons, including optimizing the industrial structure, setting up a system of green technology, carrying on the calculation system of green GDP, setting up a law system of circular economy, nurturing an ethic of green economy and setting up and improving the relative mechanism.
