The Analysis And Countermeasures To The Circular Economy Development Of Urumqi

With the rapid development of economy and city construction,the contradictions between social resources and demand and between economic construction and environmental pollution are increasing.It is the strategic direction of economy development to develop circular economy according to the principles of reducing,reuse and recycling.Take effective measures and obtain the maximum economic output and the minimum waste discharge with the least resource consumption and environmental cost so as to unify the benefits of economy,environment and society and to construct a society of resource-saving and environment-friendly.Urumqi is the capital of Xinjiang Uighur Autonomous Region and the center of politics, economy and culture.Exploring how to develop circular economy on the city level will promote the development of economy well and fast undoubtedly and promote the development of circular economy of other cities in Xinjiang also.Based on consulting document and spot investigation,I constructed the circular economy evaluation index system of Urumqi which consists of resource output index,resource consumption index,resource comprehensive utilization index and the amount of waste disposal index.The index system had four parts and sixteen indexes altogether.Then I analysised the circular economy development status of Urumqi based on the existing data.Through analyzing I conclud that Urumqi has to save energy and control the amount of main pollutants discharge further,increase the benefit of water resources utilization and the level of resource recovery.So the resource consumption of creating unit GDP will be reduced further and the natural resources demand and the ecological environment impact of economy society activity will be reduced to the minimum.Based on the above,I give seven countermeasures to the circular economy development of Urumqi:①Promote the ecological level of industry and the input-output ratio of resources;②Speed up the construction of resource saving city;③Support the utilization of renewable energy and optimize the structure of energy consumption;④Extend green product and change traditional consumption pattern;⑤Cultivate the industry of renewable resource utilization and promote the level of resource recovery;⑥Do the experimental units of circular economy well to drive the whole development;⑦Perfect the policies and measures which guarantee the circular economy development.
