Along with the further reform of the market economy system especially the reform of the electricity system and the financing system, market economy has more and more restriction to investment. The electricity enterprise has its own particularity, so Electricity Company will take more care of post evaluation of the items of basic construction. Building and improving a system of post evaluation about grid item is very important and imperative problem of the reform of the financing system.According to the particularity of electric power items of basic construction, the writer studied the post evaluation of, the content of which is process evaluation, economic efficiency evaluation, performance evaluation , environmental evaluation, sustainable development evaluation, and the synthesis evaluation. In allusion to every part of the post evaluation, the thesis discusses the theory, method and the application by the numbers, and it also carries on the analysis with real case which is the transformation project of some city.The thesis takes advantage of the theory of Expense-Benefit analysis, which is the base of the post evaluation of electric project; with the applying of the theory of Logical frame, the thesis discusses the Methodology and the mechanism construction of post evaluation; and it also summarizes and discusses the process of the project, the management,finance, national economy, society, environment, endurance ,the building of the index system of the synthesis evaluation, appraisal method and existence question. The economic efficiency evaluation mainly introduced a important theory that apply in the post evaluation; the theory of Logical frame , the Multi-level fuzzy synthesis appraisal theory and the Artificial nerve network synthesis appraisal theory are also introduce in the synthesis evaluation; and mainly analysis the economic post evaluation and the synthesis post evaluation.The main innovation spot is: â‘ Put many kinds of the theories of the project evaluation and the post evaluation into the post evaluation of electric project. â‘¡Propose selection principles of post evaluation project and Evaluation Method â‘¢ Introduce the indetermination-analysis and risk-analysis into economic efficiency evaluation, which afford a decision-making basis to the future successful management.In the aspect of the theory, this thesis is a little poorly in some way, it's necessary to study further in evaluation-index to build a logical,comprehensive and general index system, and put the data-election and index-arithmetic into a standard way.
