Some Issues About Land Banking During The Development Of New City In Metropolics

Shanghai is known to break through its old urban development mode through re-layout urban structure into three parts: big metropolis, new cities, and new towns during "the Eleventh Five-year Plan". It put more emphases on the development of three new city zones and expanded the range of development from 600 square-kilometers into 6000 square-kilometers, so that a brand new pattern of urban development will soon be formed. As one of the three major new cities, Lingang new city will become a key part during the development of Shanghai. It will not only bear the weight of Shanghai's economy, transport, and environment, but also support the new round development of Shanghai by its advantages in location, industries, environment, society and so on. Lingang new city will soon become a critical area integrated in traffic core center, industrial areas and living quarter which will not only represent Shanghai to face to the international world, but also radiate the whole Yangtze -Delta.The exploitation approach of Lingang new city is by land-banking. As an outstanding innovatory of the landing system reform in our country, land-banking system played an important role in building land market system and safeguarding development of social economy in recent years. But it hasn't operated its full function for it now at the beginning of development, lacking the guidance of laws and regulations and basic theories, and the faultiness of land-banking institution. The clue of this thesis is as follows: Gives introduction and comments on local and aboard land-hiving system related research according to the major line of the exploitation of Lingang new city; Pays much attention to analyzing and researching on the function, quality, cost of land-banking and related issues raised by huge scale land-hiving and further development countermeasures. Finally, proposes some related suggestions for Lingang new city's urban areas and industrial development.
