Human resource is the key point among the various factors making contribution to the development of an enterprise. Human resource management information system, which is a perfect combination of management and information technology, would not only make efficient and brief solutions to data management issues of human resource, but also obtain statistic reports and provide information support to administration and decision-making of enterprises. Power is in the highest flight of national economics. As the construction of civil market is under a transformation, power market is going through a conversion from seller's market to buyer's market, which calls for an enhancement in administration of human resource, to ensure a long-lasting favored position in the furious competition.The text, which is based on the research of Guyuan power bureau in Ningxia, develops a main plan and detailed project of human resource management system and accomplishes the design of the system, on a basis of the basic character, developing mechanism, and influence factors of human resource management in power department, and the reference of advanced human resource management theory of international enterprises, especially some power department.The prominent feature of the system is the first attempt of coupling GIS (Geographic Information System), GIS-document workflow and human resource management, which makes up the flaw of static administration in personnel management, archives management, and work attendance checking management. The dynamic management of human resource performance checking and evaluation based on GIS-document workflow provides scientific and equitable information to administrators in the scheme of human resource. We hope the study in the text would give reference to the construction of modern and scientific management of human resource in other enterprises.
