At present, the general character level of most building construction troops of our construction enterprises is relatively low, still far away from the requirement of the development of building industry. After China entering the WTO, our construction enterprises are melting into the international market and the external enterprises are joining in internal construction market, then the problem of structural shortage of human resource, narrow knowledge, relatively low general character level, lack of complex-talented personnel, outdated management system, unreasonable talents management system, egalitarian practice of everyone taking food from the same big pot will be exposed in our construction troops. But foreign construction enterprises have the obvious technique advantage. Its advanced management system, efficient talent person using mechanism and high salary will be a great attraction to the local business enterprise elitists, which will make local construction enterprises be confronted with high pressure of losing talented personnel.This paper starts construction from the difficult environment and the great challenge in the performance management and talents incentive system that our countries business enterprises are facing, with the methods of literature searching, theoretically studying and actual case analysis. This paper focuses on the following problems—performance management, talents incentive system, wage and salary administration in construction enterprise. On the foundation of this theory frame, by taking China National Opera House as a case, analyzing some existent abuses in human resource management in some construction enterprises, and bringing forward some advices, this paper demonstrates the importance of performance management, talents incentive system and reasonable wage and salary administration.This paper suggests the effective performance management, reasonable talents incentive system and wage and salary administration are very important for the survival and competitiveness of construction enterprises.
