The Processing Trade has been expanding rapidly over the last 20 years. As globalization of economy develops fast, the main task for the Customs, as one of the administrating departments, is how to adapt itself to the rapid development of the Processing Trade. It is necessary to reform the current modes of administration by utilizing contemporary management concepts and theories to promote and upgrade the Processing Trade. This essay describes the current status of the Processing Trade, the history of reforms in the Customs administration, risks for Customs administration, evaluation of the existing policies and modes of administrating on development of the Processing Trade, and problems arising from the existing systems. Combining"Effective Administration"with"High Efficient Operation"as the main theme of the essay, it delineates the optimal options between administration and quality service by considering interactions among government, private companies, and society. By referring to lessons from other countries, some recommendations of improvements and feasible measures in mode, procedure, auxiliary systems and security systems are proposed. The goal to set up a contemporary Customs administration systems on the Processing Trade is to create a new environment for fast growth of the Processing Trade especially for those industries with high-tech, high added value, low pollution and low consumption of resources.
