After 30 years development, the trade value of processing trade reached 909.319 US Dollar in 2009, grown from 1.666 billion US Dollar in 1980, which increased by 550 times. The value percentage of possessing trade among the total foreign trade reached 41.4%from 4.4% initially/That means the processing trade has played a significant role in foreign trade of China. Accordingly, China Customs made a great effort to supervise the development of processing trade, and keep on adjusting the control mode and measures. Aimed to simplify the control processes and keep supervision on every loops of the trade, supporting by information technology, re-designing the work-flow and adjusting the internal function, by the means of promoting the computerize of paper handbook, centralizing the authorization procedures, separating the field/office work, after series innovations, the Customs Control has developed to be a suitable supervision system under Chinese practice situation. The control system has played an important role in the aspects of attracting foreign investment, upgrading industry structure, and maintaining the growth of economy. The control system, however, is still ambiguous for policy-oriented, and the innovation of the system lack of hologamous planning.The development of processing trade experienced three stages:starting, rapid developing, and stable growing. Nowadays, the processing trade is moving to middle and west region of China. Due to starting late, the processing trade in middle region of China is usually small scale, simple industry, and the conditions of supervision are lag behind which in the eastern developed region. Middle region is the front area during the industry transfer. In order to encourage the industry transfer, ensure the necessary infrastructure available and good development in the near future, Customs in middle region should change the idea of supervision, deepening the innovation of control system, enhancing the supervision level, achieving high efficiency under the close supervision, which will do good to engaged enterprises and optimize the investment environment of middle region of China. The thesis will take Jiangxi Province as an example to analyze the progress achieved by reforming the Customs Control System, and the existed problems as well-such as low effectiveness of the system; the shortcoming of the management for e-handbook; high threshold to keep enterprise out of the business; and the management mode for processing trade zone cannot meet the requirement for function extension. In middle region of China, developing processing trade cannot adopt a uniform mode, which cannot meet the requirements to achieve the strategic goal of "Rise of Central China". Therefore, emancipating the mind and taking proper actions under local situation are necessary to explore a suitable development way for central region. Combined author's practice experience, the thesis raised several solutions in the process of deepening the innovation of Customs Control System of processing trade, by using relevant theories of public administration. First of all, implement risk management to mitigate the conflict between the rapid growth business and the shortage of management resource. Second, set up an electronic public service platform, and implement seamless management for processing trade. Third, adopt "enterprise handbook", transfer the management from contract-oriented to enterprise-oriented. Finally, take full advantage of physical fence, create proper management mode for Export Processing Zone.
