High quality attracting business and capital can not only increase the development of the society and economy, the improvement of technology, but also move the economic reform and optimize the industrial structure. This does a big research on the status of attracting business and capital in Hei Longjiang Province, The current government and social beneficial associations have already acknowledged the great importance of attracting business and capital to local social economic development, and they all pay great attention to that. This evaluation system mainly adopts AHP and grey integrative evaluation methods, which can be used as the evaluation of general benefit in attracting business and capital projects, and the evaluation of local general benefit in attracting business and capital. Then the dissertation analyzes the status of attracting business and capital in Hei Longjiang Province from the way of the acknowledgement of attracting business and capital, the staff needed, the attracting business and capital environment, the scale and quality of attracting business and capital environment, as well as some governmental works for attracting business and capital.
