Study On The Evaluation Of The Investment Benefit Of Tobacco Logistics Park Project Components

As a pillar industry of our country, the tobacco industry has been concerned by the state and the public. According to the survey statistics, China’s tobacco tax paid laid in the first place in the Chinese financial revenue list in 2014, and become the biggest financial revenue enterprise in china. With the rapid development of the world’s tobacco economy, international competition is becoming increasingly fierce, China’s tobacco companies are implementing the "going out" development strategy, and the development of the group oriented and international operations. At present, the Chinese National Tobacco Corp has carried out the implementation of tobacco logistics park project in China, and treated it as an important way to develop the industry strategy. Therefore, it is urgent to get a reasonable and scientific evaluation model to evaluate the benefit of the project.The main research content of this paper is as follows:(1) The establishment of the evaluation index system of the tobacco logistics park project benefit. Based on the research of domestic and international literature and the evaluation process of the project, combined with the tutor’s host and author’s participation in the research and application of Hunan tobacco business system’s fixed asset investment project risk management research and application, the paper studies the projects of tobacco logistics distribution center project in Yongzhou and Shaoyang in Hunan province, creating the evaluation index system of project benefit evaluation of tobacco logistics park composed by the project implementation process, project evaluation, and project sustainability evaluation. The three parts reflect the actual construction level, the effect degree and the benefit level of the project from the whole process of the project investment.(2) The effectiveness of the evaluation index system of the tobacco logistics park project benefit was determined. Using expert investigation method of the questionnaire to carry on the questionnaire survey to the tobacco logistics park project benefit evaluation index system.Through the issued and recovery of the questionnaire and the statistical analysis of the questionnaires of the Hunan Branch of China National Tobacco Corporation and 13 Council Companies, and thus determined the effective tobacco logistics park project benefit evaluation index system.(3) The establishment of the evaluation matrix of the comprehensive benefit evaluation of tobacco logistics park project. By classifying and summarizing the project benefit evaluation method, combined with the grey variable weight clustering theory, the fuzzy degree of the evaluation grade of the traditional project success degree is reducing, and the project benefit evaluation model is constructed on this basis.(4) The practicability of the evaluation index system and the evaluation method of the project benefit evaluation of this paper is verified. Through collecting the actual data of Yongzhou tobacco logistics park project in Hunan, this paper uses the evaluation index system and comprehensive benefit evaluation model of the tobacco logistics park project to create the benefit evaluation of Yongzhou tobacco logistics distribution center project in Hunan, and the evaluation results are in line with the actual situation...
