As an important part of economical institution reform, market-oriented urban housing reform has made a direct contact between housing consumption and family income gradually. Compound with income straitification becoming more and more obvious, there has been an immediate need to set up social security system in housing realm. However it is still in exploring process to set up a flawless social security system of housing in market economy for our country. So, it is necessary to clarify the development process of related policies, and to induce their characteristic and problems, for pushing forward the social security system of housing to work more effectively and more efficiently.Focusing on the housing delivery policy of urban low-income households in shanghai during last 15 years, this paper analyses the standards of "Urban Low-income Households" and "Housing Difficulty", the operational merchanism of housing delivery policy, the impacts on the housing state of urban low-income households, the problems and the ideals. Firstly, this paper explains the contents and characteristic of development process of the housing delivery policy of urban low-income households in shanghai; secondly, analyses the problems that existing in the policy's structure with census datas, income datas and housing construction datas; finaly, demonstrates the roles of local government, NPOs, and market that should play in the urban low-income households housing delivery system, and also gives some advices on how to make the policy work better.
