In the 21st century, with the aging faster pace of China's rural elderly population, constantly weakening the traditional function of rural families and rural endowment land security function decline, Chinese peasants pension issues that must be resolved. From 1986 China started to establish rural social endowment insurance system, rural social endowment insurance system has been implemented for nearly 20 years. The farmers are rural social old-age security policy target groups, and their situation, the idea of a direct impact on policy implementation effects. Policy target groups their own initiative, policy and the applicability of the policy and objectives of the interaction of groups of people with means, the implementation of policy or the process of implementing the key. Therefore, we must understand the impact on the detailed farmers in the rural social endowment insurance extent, affect their participation in rural social endowment insurance factors which, rural social endowment insurance what imperfections. This is the focus of this paper.In the process which rural social endowment insurance system was established, as rational actors in a specific social context, farmers tried to maximize their own interests, determined the appropriate strategy. Farmers decide whether or not to participate in rural social endowment insurance that decide implementation of rural social endowment insurance system. Use rational choice theory, the first study of this paper is the farmers rational choice in the rural social endowment insurance, from the farmers themselves (including the economic conditions of peasants, farmers qualification), government liability (including publicity, fund-raising, maintaining and increasing the value of the fund, stable policy responsibility), the three pension perspective, aggregate which factors affected farmers and the rural social endowment insurance, the problems that exist in the current rural social endowment insurance.In the process which farmers choose rural social endowment insurance, rural social endowment insurance system constraints affecting farmers rational choice analysis. The ultimate choice of farmers has affected the implementation results of rural social endowment insurance, which also indirectly reflect the current problems that exist in the rural social endowment insurance. In view of the rural social endowment insurance problems, the author put forward to improve the system of social endowment insurance. that is, improving the peasants (including the development of the rural economy and increase the income of peasants. strengthen education for farmers and increase their qualifications), improving the responsibility of the government (including the strengthening of policy advocacy; increase capital investment; improve the ability to preserve and increase the value of the fund; speed up legislation and policy. ensure policy stability) and the establishment of a new concept of rural endowment.
