| With the rapid development of social economy and the accelerating pace of China's urbanization in recent years, problems of the aging of rural population become more serious in our country. Then government's priority is to solve the rural pension problems.As the basic goal of maintaining rural residents' old life, new rural social endowment insurance emerges as the times require, and set up gradually in the rural. Hubei province is one of the first to build the system of urban and rural residents' endowment insurance.By the end of 2012, the province's counties have been realizing a complete coverage of the system.On the basis of consulting a large number of relevant information and predecessors' research results, this study is going to analyze the changes of middle-aged peasants' payment levels of new rural social endowment insurance and influence factors of their willingness to change payment levels in Suixian, Hubei province, using Maslow's Hierarchy of Needs and Social Action Theory as the theoretical basis and implying a combination of both quantitative and qualitative methods.This paper found these factors that although middle-aged farmers has the strong willing to promote payment levels, they chose low payment levels and never change payment levels factually. And personal factors of cultural level, physical condition, and degree of understanding of the policy, family factors of living standard and the number of candidates, policy factors of the trust and satisfaction to new rural social endowment insurance, government's policy of the credibility to the government, significantly associated with willingness to promote payment levels. In addition, the paper also provided some recommendations that we could promote the middle-aged farmers' payment levels though increasing farmers' income, enlarging the government propaganda,adjusting import and export subsidy mechanism, and improving the integration of urbanand rural insurance system. |
