The proposal of an overall planning of the urban-rural employment is based on the divided labor market between city and country, the unbalanced government policies in favor of the city residents' employment, which take priority of the urban stability at the price of undermining the rural residents' employment rights during a long period in history. It aims to take an overall planning of economic and social development for the whole society; break the system barriers damaging farmers' rights, and take the urban employment as well as rural one as a union for a better recycling of macroscopic economy and social developmentTake an overall planning of the urban-rural employment is a challenge and a correction as well for our government's two different employment system over a long period of time. The crux is that for a long time china will inevitably face extra labors and dual separation of the urban-rural employment, and also have to face the situation of "the convergence of the four peaks", namely, the reemployment of a great amount of laid-off workers, the shift of extra labor force in the country, the employment of the those farmers losing their lands, and that of the new workers in the city. It is a tough and also a long term task to realize the overall planning of employment due to the conflict between the enormous amount of labors and their lower qualities in terms of technologies, unbalanced regional economy, poor management, the lagging employment concept and inflexible policies closely related to employment.This paper claims that overall planning of urban-rural employment is naturally a system rearrangement. In order to turn it into reality, our government should restructure itself and reinforce its function of the overall manipulation in terms of building the united labor market, employment regulations, training system and social security. Meanwhile, the government should impel the process of urbanization, develop the third industry, support the small and medium-sized enterprises and expand these informal ways of employment so that we make great effort to broaden employment.
