Human Resources is the first resource of an enterprise. The enterprises can improve its Human Resources utilization offering by making max development, rational configuration and most inspiring of Human Resources. The same with the others, the economic activities of oil-enterprise need the inputs of five resources such as human, finance, material, information and time, among which, the only innovation that other rivals are hard to copy is the innovation of Human Resources. In reality, the oil-enterprises, only pay attention to tangible assets management, have not pay attention to intangible assets management, especially the management of Human Resources, what was worse, the research on evaluation methods of Human Resources is not enough yet. Under the new situation of global-economic, the activities such as mergence and reform-of-joint-stock in oil-enterprise, need to have a evaluation on the Human Resources value, the situation of Human Resources in oil-enterprise is more and more important. Therefore, it is very important to make a research on evaluation methods of Human Resources in oil-enterprise.Firstly, this thesis has introduced several basic concepts, such as Human Resources, Human Resources value, Human Capital, total Human Resources of enterprise, from the analysis of basic evaluation theory of Human Resources value. Secondly, this thesis has given a simple introduction of several evaluation methods of Human Resources existed in theory, such as revenue-method, market-method, cost-method, management by objects. And then, on the basis of the theory above, the thesis has made a analysis on the present situation of oil-enterprise's Human Resources management and Human Resources value evaluation, and has pointed out the advantages and the disadvantages to evaluate the value of Human Resources in oil enterprise. Finally, according to the features of oil-enterprises in our country, in the basis of present evaluation methods, the thesis has amended these methods, and it has put forward several amending ideas for revenue-method, market-method, cost-method separately, which made the present evaluation methods of Human Resources more scientific and reasonable.
