Tianjin Binhai New Area (BHA) was established in 1994 in order to follow the central government's national strategy, namely, promoting the economic performance of the Bohai Sea Rim Region. After more than a decade's development, BHA awarded a great achievements in almost all aspects, such as economic, social, and so on. By the end of 2006, Tianjin Port had set up relationship with over 170 countries and more than 300 ports in all over the world. The Cargo throughput at Tianjin Port hit 300 million tons, and there were more than 70% of cargos and 60% of containers, which were from whole China. BHA has become a window of opening up for Tianjin and Beijing cities, the Bohai Sea Rim Region, and even North China.In 2006, the BHA has entered a new development stage since it was listed into the national overall development strategy (The Act of Binhai New Area, No.20). The meeting in Central Government, chaired by Premier Wen Jiabao, stated its goal to turn Tianjin Binhai into a base for "modern manufacturing, research and development" and "an international shipping hub and a modern international logistics hub in north China" and formally empowered Binhai to experiment with "comprehensive reforms". It means that the upsurge of Binhai's development and opening has been launched and Tianjin's development has ushered into a fresh new period. Admittedly, the Central government of China intends the Tianjin Binhai New Area to become a new pivot to sustain the relatively high-speed growth of the national economy over the next decade or so.Although there are complete changes in the international and social situation and environment, the opportunity may not be quite as rich as those offered when China decided to develop the Shenzhen Special Economic Zone (SEZ) in the late 1970s or Shanghai's Pudong in the 1990s. How to fully develop BHA in the new ear is becoming an extraordinarily important problem. This dissertation conducts its argumentation through a gradually rational deduction and induction, and adopts a comprehensive method of qualitative and quantitative research and comparative analysis together with standard study and demonstration study.Actually, the treatise tries to deal with the problem successfully from a new angle, namely, international logistic system in BHA, which plays a critical role in its economic development.The frame of the thesis consists of four parts, and there are several sections in each part. The first part is about the current situation of the logistic theories and the theory of Economic Growth Pole in the world and in China, and its new theoretic development. The brief introduction of BHA and the analysis of its performance of international logistic system are mentioned in the second part. In addition, one of the sections in this part demonstrates the influence of the international logistic system in BHA, which may adapts or mal-adjustments to BHA's economic and industrial promotions.In third part, the process and trend in the development of the port-based international logistic system are analyzed, and, thereby, the new direction of the BHA's international logistic system is tried to diagnose. Compared with the international logistic system in Singapore Port, moreover, the treatise wishes to reduce the problems with which the BHA is confronted. As the realistic and pragmatic application of the research findings, the last part of this article provides the viable countermeasures and suggestions on accelerating development of international logistic system and centers in BHA.
