Research On The Construction Of Helingeer New Area From The Perspective Of The Growth Pole Theory

The the total land area of HuBaoE Urban Agglomeration is 136,000 square kilometers,account for 11.4 percent of the total area of Inner Mongolia autonomous region.In 2016,the urban population of HuBaoE Urban Agglomeration reached 80.23 million,account for 31.8 percent of Inner Mongolia autonomous region.The total regional GDP was 1145.91 billion yuan,account for 61.5 percent of the total GDP of Inner Mongolia.As an important growth pore,HuBaoE Urban Agglomeration has made a great contribution to the economic development of Inner Mongolia.Helingeer New Area is located in the center of HuBaoE Urban Agglomeration,and the construction of Helingeer New Area will promote the development of HuBao E Urban Agglomeration.This thesis is based on Growth poles Theory and Pole-Axis Spatial System Theory,after organize the literatures of scholars at home and abroad,this thesis using the statistic model to analyze the development potential of HuBaoE Urban Agglomeration,the model reveals that HuBaoE Urban Agglomeration can provide a good economic,social and environmental conditions for Helingeer New Area,but there are still many things need to do about Human resources and foreign cooperation.And then this thesis introduces some basic information of Helingeer New Area,the area hascertain advantages in historical culture,regional transportation,resource endowment and industrial foundation,and all the indicators meet the construction requirements of the national new area.The major problems mainly are positioning of the plan isn't specific,lack of the ability to innovate remains and fund gap,remained a lower economic benefit,low proportion of tertiary industry.Hence,to do the planning and building well,we should make the plans more targeted,enhance innovation driving capabilities,expand investment and financing channels,encourage the clusters of the industries,improve the industrial structure and strengthen exchanges and cooperation with other countries,maximize the effects of Helingeer New Area,promote the development of HuBaoE Urban Agglomeration and promote surrounding areas' increase.
