Agricultural land use rights market, which is an institutional change style on land use rights of agricultural land institution, has developed for twenty years, but its development condition is not very good. On the basis of looking back on the transformation process of rural land institution, this dissertation analyzes agricultural land use rights market of 36 villages in Dezhou, Shandong Province from the view of positive research. Analytical results indicate that agricultural land use rights market of this area has two main characteristics: first, when agricultural land market develops slowly, farmers have willing to tenancy dealings; second, agricultural land market is self-closing. Based on the results of this empirical research, I devide my research into two parts: first, analyze the impact factors of farmers'willing to enter agricultural land market and decision-makings, and try to seek after the decisive person and decision process of agricultural land institution in the countryside; second, with regard to agricultural land tenancy fee, constructs an analytic frame about low rent rigidity, analyse the reason for self-closing of agricultural land market. The main conclusions of this dissertation are as follows: farmer's willing to enter agricultural land market is related to farmer's age, educational level, the per capita land area, system conditions of countryside and farmer's knowledge about land rights, but collective willing has nothing to do with the farmer's willing in the statistical sense; collective willing does not affect farmer's decision in agricultural land use rights market development, agricultural land institution change direction is decided by farmers'willing; nowadays, the best institution change choice of chinese countryside is to respect farmers'willing and difference of rural areas, give farmers more land rights and decision rights, and help farmer to carry out chinese agricultural land institution change; the exclusivity of "acquaintance society " in China countryside and specificity of agricultural production are the main reasons for self-closing of agricultural land market (low rent rigidity); the important development measures of agricultural land market are to eliminate the outside impact conditions of agricultural land tenancy, cultivate farmer's market sense, and intensifies tenancy willing of agricultural land supply farmer.
