| It has been more than 20 years since we started the state-owned enterprises (SOEs) reform, and experienced three reformation stages including the stage of"extending the of right of business enterprise independence", the stage of"business enterprise contract system"and the stage of"establish the modern business enterprise system". China had created a historic miracle by achieving nearly three decades of rapid and sustainable economic growth and all-round social development. But we haven't achieved the thorough success, there're still so many obstacles in the way of reform, the efficiency of the state-owed enterprises are still very low. This will surely affect the potential and competition of China, particularly along with the entry of WTO, the surging of the international capital . The change of the environment have driven the state-owned enterprises into a new period. We should take new measures of the state-owed business enterprise reformation prudently.This essay tried to compare and analysis the three existed reformation projects on the basis of ascending the history of SOEs reform and the present conditions of the state-owned enterprises. The last part , on the background of the international competition and using other country's reform experience as reference , re- orientating of the SOEs, also considering the specific relations of the government and the enterprises ,try to find the logic connection of the government ,the property ,the market and the inner management , to find out the breakthrough of the reform ,and discussing the path of the reform of the SOEs. Then give out the suggestion that we should adapt the property mechanism, the scheme of the state capital and the market environment, we should unswervingly push reform with all-around economic, political, cultural and social reform, emancipate and develop the productive forces, improve socialist democracy and law, otherwise we can't realize the qualitative change of the SOEs and the economy . |
