Farmer problem is the core of "three farm" problem. How to increase production is the core of farmer's problem. How to transfer agricultural surplus labor non-farm estate from rural is a key. Solution to agricultural surplus labor transference is both political problem and economic problem. Agricultural surplus labor transference has a lot of influential factors. Institution restriction have been it's "bottle—neck". So study the institution restriction , settle new based institution arranging, have important theory and realizing meaning, to promote our country surplus labor transference and increase farmer production and realize the economic coordination growth between city and rural.Mainly based on the theories of western new-institution economics, the research method we use here is combining theoretical analysis and empirical analysis, combining quantitative analysis and qualitative analysis. This paper is comprehensive and systematic analysis on the topic of China's agricultural surplus labor transference from the angles of institutional innovation and change. This paper concentrates on analyzing the reasons, conditions, barriers of agricultural surplus labor transference, and it's transference way and trend. In addition, this paper also analyze the changes and adjustments of series social relations in rural area and urban area and related institutional innovation and change as well. Then it reveals the rule of agricultural labor transference and institutional change, and makes some inquiry into measures that should be done during the process.Urbanization and the employment of the transferred surplus rural labor force have long since been a heated issue, and it is very difficult to find a brand-new way of viewing and solving the problem.
