Independent and relatively complete industrial system and national economic system have been established in the past three decades of development after Reform and Opening in China. The Gross National Economy increases greatly, followed by being optimized economic structure and increasing living standards of the people. In the meantime, the rural surplus labor force was transferred from agriculture industry with low productivity to industry segment with higher productivity, which greatly contributes to socioeconomic development of China.However, there are still some problems with the industrial structure of China at current conversion stage of dual economic structure to monistic economic structure. Much optimizations and improvements need to be implemented among and within agriculture, industrial and the third industry. Meanwhile, the re-adjusted and optimized industrial structure consequentially influence the occupational pattern of labor force, based on current labor force status with the labor redundance but low laborer's quality on the whole. On the other hand, rational and effective distribution of labor force resources and occupational pattern would affect, or even limit the optimization and upgrade of the industrial structure.Against the background of rapid transforming industrial structure and increasing employment pressure, how to promote evolution of industrial structure and match, and match the occupational pattern of labor force with industrial structure are the important practical question ahead of China. The rural surplus labor force is a key issue of strategic and overall importance to the economic development, social stability and society progress in our country.Based on aforesaid considerations, some classic theories are reviewed firstly, about the transference of rural surplus labor force, industrial structure evolution, and its relationship with labor force chansfer, which indicate that the driving force for rural surplus labor force transferring mainly come from the decrease of marginal productivity in agriculture, the increase of national economic development and the level of urbanization, and the income inequality between urban and rural areas. Meanwhile, the transference of rural surplus labor force has clearly promoted the economic and social development, and readjusting and optimization of the industrial structure. Then the topography of rural surplus labor force transfer is summarized, based on the various history status, and policies and regulations. It features, influence and tendency are also analyzed, in order to find out the breakthrough point to solve current problem of the lack of peasant workforce.Main points of this paper are focused on the statistical analysis of advancement of industrial structure and transference of rural surplus labor force, and their interaction thereof, through Ridge Regression and Cointegration Analysis, according to the statistical data. The analysis results show that the development of agriculture, building industry and service industry can significantly accelerate the transferring of rural surplus labor force, while the positive force of industry on labor force transferring is weaker. On the whole, the economic growth is favorable for transference of rural surplus labor force, while the latter has not much contribution to the increase of economy. The main factors to accelerate economic growth may be attributed to productivity development, technical renovation, and so on. What is more, some suggestions are proposed to decision and policy makers.
