The Research On The China's Urban Unemployment Security System Under The Urbanization Background

The urbanization is the essential stage in the course of economic development and modernization of our country. However, the quickening of the urbanization causes a lot of "new migrants" along with which is the population structure's change of the cities in our country and the severe tendency of employment and unemployment. At present, the unemployed population is increasing. The unemployed new migrants become a "new urban-unemployed community", together with the former unemployed community—surplus labor in state-owned enterprises, have become a great problem standing on the way of our nation's economic and social developments. And they could hardly get any security when they are unemployed, so their existence has been a great challenge to our present unemployment security system. The present system covers only state-owned enterprises' employee, new migrants are not included, and its standard is relatively low, it is hard for the unemployed to last his and his family's basic life by the unemployment compensation. And there are few steps related to promoting re-employed. The legislation of unemployment security also dropped behind times. Unemployment security funds' insufficiency and bad management aggravate the unemployed's lives. Therefore, how to solve the problem of employment and social security of new-unemployed community to ensure their sustainable livelihood and stabilization of the society is the difficulty of modernization.This paper has analyzed the population structure's change of the cities in our country. On the basis of research on current situation of employment, social security system and referring to experiences of over seas, this paper puts forward that employment is the key to solve the problem of unemployment. This paper analyzes deeply the reasons of employment, and discusses the main approaches and measures to solve the employment problem. To legislate the unemployment security law as soon as possible, perfect the law system, widen the coverage of unemployment insurance, raise money by more ways to increase the funds level, standardize the management of unemployment insurance funds and make more measures to encourage the unemployed population to take up an occupation again. By doing these, could the unemployment security system get perfect and serve both the economic and social development.
