Study On The Employment Promotion Of The Unemployment Insurance In Kaifeng

At present,Chinese economic system and social structure is undergoing major changes.In this context,as an important part of the social security system in our country,unemployment insurance have the function of guaranteeing the unemployed people's basic life,preventing unemployment,and promoting employment.It can help workers to resist unemployment risk which may be encountered,improve the living conditions of the unemployed,and play a positive role in maintaining social stability and economic sustainable and stable development.With the development of the unemployment insurance system in China for several decades,the development of unemployment insurance system has been perfected in Kaifeng City.Due to the low level of economy development,the large number of laid-off and unemployed person,the unemployment insurance in Kaifeng city focused on the protection of the basic livelihood of the unemployed,that is,the unemployment insurance benefits,but ignore the employment promotion.At present,the study of the domestic academic circles to our social security system mainly focused on endowment insurance and medical insurance,but not the unemployment insurance,especially the employment promotion function.This paper,based on the development of Kaifeng City,show the development situation of Chinese unemployment insurance system to promote the employment in Kaifeng City,propose the problems of the unemployment insurance in employment-promoting function,analysis the reasons why the Chinese unemployment insurance system can not give full play to the role of employment-promoting function,and put forward specific strategies to solve these problems:firstly,the rural migrant workers and university graduates will be brought into the coverage of unemployment insurance.Followed by the implementation of flexible floating unemployment insurance rates,meanwhile,increasing the proportion of the unemployment insurance fund of promoting the employment.Thirdly,improving the payment of unemployment insurance,at the same time,shortening the duration of unemployment insurance payment.At last,it should be established the linkage mechanism between unemployment insurance and employment system.
