Research On Post-evaluation For Adjustment Of Railway Transportation Productivity Layout

In order to relieve the railway transportation productivity, optimize the configuration of transportation resources, improve the efficiency and the economic performance, develop the network superiority fully, the railway department adjusted the former railway transportation productivity layout systematically in our country. It is very necessary to evaluate and analyze the implement effect objectively and accurately after adjustment, in order to investigate the reasons of diversity of adjust results to different objectives, summarize the experience and lessons, for improving the decision-making level and providing decision-making basis for further adjustment.Nowadays, researches on the post-evaluation for adjustment of railway transportation productivity layout are few all of the world, and it is very difficult to form uniform criterion, systemic method in theoretics, scientific appraisement system and circulation in management. In our country, we have a long way to go in that field, and have not formed adaptive post-evaluation content system, index system and appraisement method.In that background, a initial research on post-evaluation system for adjustment is introduced in the thesis, on the basis of numerous domestic and international relevant research results in different fields, combining the specialty of adjustment for railway transportation productivity layout and the actual complexion of railway in our country. In the end, we described the method and course of the post-evaluation for adjustment of railway transportation productivity layout by evaluating and analyzing the adjustment effect of engine department in LanZhou Railway Bureau, testified the appraisement model and the method. The main research results and innovation of the thesis are as follows:(1) Based on the specialty of adjustment for railway transportation productivity layout in our country, a post-evaluation content system which adapt to the situation of our country is established and analyzed, by learning the thought of establishing appraisement content system in different industries.(2) It concentrates on the post-evaluation for adjustment effect. The way of analyzing and evaluating the implement effct for adjustment is investigated in this thesis, and the appraisement index system is established from different point of view,by analyzing the course of adjustment, anticipate objective and the effect of adjustment. (3) In the end, we established the appraisement model on the basis of specialty of post-evaluation for adjustment of the railway transportation productivity layout, we testified the rationality of index system, the reliability of appraisement model, the scientificity of appraisement method, by evaluating the adjustment effect of engine department in LanZhou Railway Bureau.
