Empirical Analyses Of The Impact Of Technical Barriers To Trade On Chinese Farm Product Exports

China is a big country of the animal husbandry, in 2004 Chinese meat products account for 28.1% of the world', the price of the Chinese meat products is 30-50% lower than the average of the world, having obvious price advantage. However, due to the criminal TBT of Japan, Am and EN, Chinese farm products always face barriers, the export of the meat products only account for 1.3% of domestic and 3.6% of the total world meat export. After joining in the WTO, Chinese farm products export does not have a sharp growth as expected. On the contrary, the farm product has began to import more than export from 2004.Developed countries in order to protect their domestic industries for the economic intention or non economic intention, saying that they would like to keep human being and animals health and safe. They adopt TBT measures like publishing new technological standards and laws, asking for harsh package and label term, carrying out strict quality attest system and qualified inspection procedure, extending standard control area, making strict index requirements, adopting export companies registered and put on file system, to restrain Chinese farm products. Influenced by these, the ratio of farm products exporting has been falling from 2000, more and more companies that related to the farm products processing have been seriously impacted, the loss has grow. 90% food export companies of our country have been influenced by TBT, making the loss of 9 billions each year. Improving and renewing of the technological standards has also made our farm products difficult to entry the international market. At the same time, in order to meet the foreign TBT , export companies have to input machines and labor power, pay for the expensive commodity inspection fee and authentication fee, therefore the expert cost has grew a lot and the export competence has fell. From the case of our chicken meat export, we can see that the TBT of the developed countries has controlled the amount and price of our chicken meat export. From one side, it has the control of the amount as quota. From another side, it has regulate function of the price as the tax, but it has its special, is a compound mechanism.There are not only external causes but also internal causes for our farm products having to face TBT. The major reason is that we do not have a systematic research of the world farm products, we do not have a deep and overall knowledge of the international trade laws for the farm products and TBT of the other countries, we are lack of policies and methods. The internal causes are that our productions levels are low, we do not have perfect commodity quality safe regulations and quality management mechanism, the methods to inspect the products are out of date, we do not have a sound pre warn system in the market, the scale and number of the leading companies that process farm products is small, the motive of the export is weak, animal husbandry organizational level is low, industrial management level is low, farm product export structure is not perfect, the ratio of the second processing is low, well-known brands are less, the export market is concentrated, industry organization is not sound and can not perform its' function well.Facing the trend of more and more TBT , first we have to find problems from ourselves. We should better collect and sort out foreign TBT information actively, build on TBT database and advisory center of our country, perfect the TBT pre warm and speed up reaction mechanism, take part in the international standard activity, adopt the world leading standard to rebuild our animal husbandry, change the grow methods of animal husbandry quickly, make the production of the animal husbandry products standardized, intensify the building of the processing company, reinforce the export dragging power of the processing products, build on and perfect the industrial organization of the processing company and relive their functions well. Second, we should face the TBT seriously, not only see their side-effect but also see their promote function, take them rationally and try our best to use them, strengthen our ability to deal with them on the grounds of learning and grasping.
