Research On Investment System Reformation For Tianjin Urban Infrastructure

For a long time urban infrastructure in China is to depend on government investment, all arrangements from"grave"to"cradle"are directly made by the government. It is the same situation in Tianjin, but it can't reach the requirement of citizens, and has severely influenced the economic development of Tianjin.Recently Tianjin has developed very quickly in city construction, especially in urban infrastructure area. Environment and transportation system has been improved greatly. However, if the investment strategy for city construction is said"borrowing stragety", it can only be the special strategy in special period. In special period the positive function of special strategy is remarkable in dealing with special contradiction. Once the contradiction changes, the positive function of the special strategy will decrease. With the development of urban infrastructure in Tianjin, more and more capital is needed. But the"borrowing strategy"has showed lots of disadvantage, many problems and difficulties need to be solved urgently. Therefore, it is of great significance to focus on the research of Tianjin urban infrastructure investment system.The dissertation includes five chapters. Beginning with the implication, function of urban infrastructure and its relationship with city development, the first chapter recognizes the nature of urban infrastructure. In the second chapter the project classification theory is cited. On its basis, investment and operating diversification model is brought forward, especially the government should function properly. Adequate lessons from the practical experiences in urban infrastructure of national and international are cited in the third chapter. Then, from the statistics data and typical materials of Tianjin, the fourth chapter states objectively the actual situations of several aspects of Tianjin urban infrastructure investment, and compares with other cities in our counties, which shows the position and the developing level of urban infrastructure of Tianjin among the whole country. According to the actual conditions of Tianjin, the existing problems and causes of investment are also analyzed. In the end of the dissertation some suggestions are provided.
