Project management is rapidly evolving because of its ability of resolving new and complex problem. And a related theme is that there are many projects, especially in construction industry, suffering from failing and being out of control. Hence raise project success rate is focused in research and practice. The relative research involves two elements: success measures and success factors. These are right the two clues of this research and the Project Excellence Model given.at the end includes the success measures and the critical success factors in client view.Firstly, it is noticed that cost, time and quality are no longer the total measures of project success. The other two important thing success should be described are carrying out project strategy and sacrificing the stakeholders. Some multidimensional success framework is developed.Secondly, analysis the impact of stakeholder theory and project strategy theory on project success criteria and factors respectively, based on which a multidimensional success framework is constructed. The five dimensions are performance of project management, performance of project outcome, short term impact on organization, long term strategy realization and stakeholder satisfaction.Thirdly, under the framework the project success criteria in client view are identified. The factors in client view are also identified through analysis of construction project environment. As a client he must do a right project and do the project rightly. Concretely, he must design a project which confirm with the strategy, and select some appropriate people or organization to construct the task team, designer, construction team, project management party etc. Then Project Excellence Model combines the criteria and factors with the assumption that there is causality between the two aspects.Finally, the study investigates 180 projects, collects 180 groups valid data comprised of performance and management variables. Based on the data analysis the relationship between the project success criteria and factors is clear. There are 6 factors critical to project success. They are determination foundation, high management support, mission of project and management objective, project adjustment, resource availability and other stakeholders.
