With the rapid development of international trade and the stable growth of economy, the coastal ports in china have entered the stage of fast development and cutthroat competition, and the port handling capacity is still not enough The port enterprises have given more considerations and requirements on the pilots for tapping the further potentialities of enterprise and enhancing competitive ability. Also it has been a widespread way to tap the potentialities and to improve efficiency from pilots. In order to bring a great leap on efficiency and service level, we should meet the demand of market by carrying on fundamental thinking and radical design again to the business process.This thesis analyzes about the business process of NINGBO PILOT STATION by BPR theory, the problems and the disadvantages in the core working flow are pointed out, and the scheme of BPR is put forward. The thesis has been divided into four main parts:The first part is theory summaries that introduce the definition , the intention and the background of BPR, the model of "three levels " has been analyzed, and the principle and the method of "business process redesigning" has been discussed with emphasis.The second part is the analysis of motivation. It introduces the current situation and the development goals of the port of NINGBO and NINGBO PILOT STATION, and analyzes the opportunities and the challenges of them.The third part is the diagnosis of business process about NINGBO PILOT STATION. Firstly, this part studies the demand of customer who is the shipping company and the port manager. Then, the main business process is described and carded. This part finally concludes that the pilot training process and pilot dispatching process is the core business process, and analyzes in detail to find out the problem in the two processes.The last part redesigns the pilot training and dispatching process. Firstly, according the different characteristic of training pilot and certificated pilot, the related training process is designed. Secondly, this part redesigns the pilot dispatching process, puts forward the scheme of reengineering which is shifting the pilot base and changing the method of pilot arrangement, carries on the feasibility analysis. Finally, this part redesigns the organizational structure of NINGBO PILOT STATION.Though the theory of BPR is not the Omnipotence, but it promotes business to think about the inveterate enterprise management theory, break thinking habit, consider creatively, and find a new way for the contemporary enterprise...
