As a test and evaluation tool, interview has massive application in human resources management field. It plays a very important role in personnel decision. Because it has much strength, such as specific contents, fixed form, easy operation, steady standards for evaluation, and good prevention of increase or decrease in the value of the marks, structured interview is used widely in the highly standardized, big sized hiring tests of civil servants. So how to decide scientifically the evaluation elements of interview, and how to construct the interview model, these questions are being considered as the keys and difficulties in determining the success of the design of interview.Based on the theory of person-job-organization fit, this study argues that the interviewee should fit the job's requirements, and at the same time, fit between individual's value system and organizational culture should also be considered. This study takes the civil servants in customs as research object. Interview Evaluation Elements Questionnaire for Civil Servants in Customs is developed through literature review, job analysis, interview leaders, semi-opened questionnaire, index description, expert consulting, etc. The research data are collected through surveys, which are administered to a thousand civil servants in 21 customs nation wide, with 713 valid samples. Item analysis, factor analysis, and variance analysis was done using SPSS software and Lisrel software, and reliability and validity was also tested. In the final Common structured interview model for Civil Servants in Customs, job implement ability, communication ability, learning and creating ability and organizational match are included. Based on this research, in order to make the model more specific and to improve the validity of interview, through further data analysis, different models for three different departments, including comprehensive function, business function, and business locale, are constructed, and the important evaluation elements are pointed out.Based on the theory of person-job-organization fit, the research of Test and Evaluation Elements Model for Interviewing Civil Servants enriches the theory and empirical research results of person-job-organization fit, makes contribution to improve the validity and reliability of structured interview, and also provides a research direction for the interview practice of civil servants at different levels.
