The social and economic development of China has entered into a phase in which we should focus on the quality of goods. In this phase, in order to realize the reasonable adjustment of economic constructure and boost a remarkable change in the way of economic growth, it is critical to promote the competitive edge of the enterprises .In this process, the effective way is to boost the innovative ability of the companies. The small enterprises, which are the most vivid part in economic growth, are playing a role which is becoming more and more significant in our social development. Therefore, it is meaningful to research how to boost the innovative ability of these companies and how to accelerate the process of their technical innovation.In this paper, firstly, I formulate the technical innovation theory and the development of innovation process of the small companies, from the aspect of competitive ability of enterprises, manifest the significance of boosting innovative ability of companies to the national economy and, via a comparative analysis between big and small companies, look into the competitive edge of technical innovation and strategic function of small companies. Secondly, basing on the features of the small companies in China, I put forward that the insufficiency of their technical accumulation, the limited amount of their innovative resources and the relatively backward situation of their management are inner elements that restrain the promotion of innovation ability of small companies, while the political environment, network of outer cooperation, financing environment and the sets of innovative industry are outer elementsTherefore, we presents some suggestions in policy change, in order to eliminate the negative effects in the technical innovation process of the small enterprises and further boost their innovative ability.
