Human resources are the first resource in the enterprise. Because the person with ability can make a big contribution to the enterprise through their creative work, they are very important for enterprise. They have key effects on the life or death of enterprise. The state-owned iron and steel enterprises play a very important role in our national economy. The life or death of them will influence the development of our national economy and social progress. And now, with the advent of the new economic era, they have to face more and more fiercer competition, and the competition about talents will be the most important one. How to guarantee the human resources of the state-owned iron and steel enterprises in our country strengthened constantly and keep the talents and strengthen the market-competition-power of the state-owned iron and steel enterprises in our country are the flinty, hot and realistic problem we must have to face.This paper, mainly based on modern management theories and author's working experiences of human resources in state-owned iron and steel enterprises, has some research and analysis on controlling the brain drain of enterprises. Through deeply analyzing the causes of brain drain in state-owned iron and steel enterprises at macroscopical level, enterprise level, individual level, and the questionnaire survey about the talent-loss in North Steel Group, we better understand the real reason of the brain drain in North Steel Group. Author has put forward some principles, methods and strategies on the brain drain problem. The research in this paper will help the state-owned iron and steel enterprises to face the brain drain correctly and gain competition advantages. This paper includes five parts mainly: Introduction, summary of relevant theories, analysis of the causes about talent-loss, countermeasures of brain drain and the conclusion.The first part of this paper is the introduction which introduces the background, significance and related concepts, the way of study and the main contents about this paper. At the second part of this paper, the author reviews the theoretical model on brain drain and related incentive theories, including:Mackey and Simon model,the idendtical objective theory of Zongsongyilang,Price-Mueller (2000) model,Maslow's hierarchy of needs theory,two-factor theory,equity theory,expectation theory,achievement motivation theory and so on.
