Based on defining the concepts of talent and brain drain, this paper gives an overview of the current situation of brain drain in Chinese state-owned steel enterprises, which is characterized by highly qualified and highly educated talent. The rate of brain drain shows the increasing tendency year by year. The main flow of talent is to the southeast coastal areas, to the industry which produces high economic benefits, to the "three kinds of foreign-invested enterprises" and private enterprises, and to developed countries. It is analyzed that the factors which lead to the brain drain from three aspects:the macro environment, enterprises and individuals. The dependence of Knowledge Economy on talent and the constantly improved system create an objective environment for the flow of talent The institutional reasons and historical reasons lead to the competitive disadvantage of state-owned steel companies, which is an important reason for brain drain. However, the direct cause are the backward ideas and culture, unreasonable human resources management, unfair distribution of salaries and welfare, bad employment training and many other issues, which are long-term problems in state-owned steel enterprises. This article through to shougang changzhi iron and steel co., LTD., loss of employee satisfaction, intention questionnaire, and some of the loss of employee turnover causes interviews, analysis the reasons of the loss of the company personnel. At last, suggestions are proposed to control the brain drain from two aspects:government actions and the corporate behavior, in order to provide a reference to the human resource management and help the development of state-owned steel enterprises.
